On 10 September media event Apple pushes iOS 7 GM (Golden Master) to its developers which is the final build before the release of iOS 7 to the general public on September 18th.
If you are a registered Apple developer then you can download iOS 7 GM via iOS Dev Center by using your Apple ID, whereas iOS 7 GM over-th-air update is not available.
